Bright and Carpenter Consulting begins the process by evaluating the political and legislative climate as it relates to the client's initiatives and proposes appropriate strategies for action. Based on this analysis, we represent our clients' interests before the legislative and executive branches of federal, state and local agencies while in turn explaining the competing demands confronting governmental officials to those clients. To provide effective representation, it is important that Bright and Carpenter Consulting has regular access to key decision makers in the organizations it represents. In order to prepare convincing arguments, clients will need to provide detailed background information and be available to interact with legislators and government officials, often on short notice. The process requires an active dialogue with clients, legislators and other stakeholders. Through this dialogue, it is often possible to negotiate win-win scenarios that were not anticipated in the original statement of a client's problem.

Services available to the Firm’s clients include:
​--Identification and management of legislative and administrative issues of interest or concern.

--Development and implementation of legislative strategies and initiatives.

--Monitoring of legislative and administration branches of state government on all matters of interest or concern to clients.

--Daily review of bills during legislative sessions.

--Bill drafting and issue research.

--Assistance with development and/or presentation of testimony before legislative committees.

--Facilitate meetings with legislators, administrative agency officials and other parties.

--Coalition and consensus building efforts related to the legislative and administrative agenda of ​the client.

--Political analysis of state and federal candidates and campaigns, including provide advice and counsel to clients regarding campaign contributions and PAC management.

​--Association management.

--Monitoring of various media outlets for information of interest to the client.

--Public relations and corporate communications, including association newsletters, copy writing, editing, and web management.

--Regular updates on state legislative, administrative, and political affairs.

Fees for services

Fees are negotiated based upon the interests and needs of each individual client. Fixed contract fee, monthly retainer, or other combinations are available. Reimbursement of actual and necessary expenses is negotiated and may be included in base fees.
